Buhari's speech: plagiarism or just merely a quotation

The speech that the president, Muhammad Buhari gave during the "change begins with me " campaign has been debated on whether he plagiarized the speech or merely quoted Barrack Obama

But since he didn't state that he was quoting him at the end it can be assumed that he plagiarized the speech
